shipping a dwarf lemon to CA

Hi folks. I would like to send my mother in California a dwarf Meyer lemon tree... but all the garden supply companies say they can't ship there because of state ag regulations. Does anyone know of a source IN California who could ship within the state?

Sorry, but I don't know of any either, is it possible to have it shipped to you and then you can ship it to her? Or can you locate a local nursery to deliver one to her? Maybe find local nurseries in the area that carry them, have a friend pick it up? Call around and see if any nusery owners would be willing to help. In LA try Orchard Supply Hardware Stores. Sorry I can't be of more help.
